xmltooling 1.6.3-1 backports for stretch and jessie

Hi Ferenc,

Now that xmltooling 1.6.3-1 landed in testing, I've prepared backports
for stretch and jessie. I just pushed branches debian/stretch-backports
and debian/jessie-backports-sloppy with updated changelogs for
1.6.3-1~bpo9+1 and 1.6.3-1~bpo8+1, respectively.

For the jessie backport, I resolved a conflict in debian/control by
keeping the following dependencies as they were:

 liblog4shib-dev (>= 1.0.9~),
 libssl-dev,

instead of these from stretch:

 liblog4shib-dev,
 libssl1.0-dev | libssl-dev (<< 1.1.0~),

Otherwise, there are no other changes. The source packages are now on
mentors.d.n at https://mentors.debian.net/package/xmltooling. Would you
please review and upload these?
