xml-security-c branch renaming

Hi,

XML-Security-C (nowadays Apache Santuario) is maintained in SVN
upstream.  That's why we haven't switched its packaging repository to
the DEP-14 layout together with the others.  Recently I noticed that
Apache provides an unofficial Git "mirror" of the master SVN repository
at https://github.com/apache/santuario-cpp/commits/trunk and I stitched
it into the packaging of 2.0.0.  If nobody objects, I'd like to use this
as a pseudo-master branch for the xml-security-c package and switch to
the DEP-14 repository layout by renaming the branches approriately:
master->debian/master and upstream->upstream/latest.
