backport xmltooling 1.6.4-1 to stretch and jessie

Hi Ferenc,

I've prepared backports of xmltooling 1.6.4-1 from testing to
stretch-backports (1.6.4-1~bpo9+1) and jessie-backports-sloppy
(1.6.4-1~bpo8+1). As before, the resulting source packages are on
mentors (https://mentors.debian.net/package/xmltooling) and the
respective branches pushed in the git repo.

Stretch did not require any changes. For jessie, I removed the ~ in the
liblog4shib dependency (>= 1.0.9), as you suggested before.
I'd be glad if you could give these a review and upload.
