Shibboleth-SP v3 availability?

Hi Gary,

Yes, absolutely.  Even better, the work is mostly done, but there are
some upgrade issues I have to handle before uploading the SP package to
experimental.  Unfortunately, I've been kind of stuck with that for the
past weeks, but I hope finish it shortly.
