Backporting to stretch: OpenSSL versions mix

I added a commit for OpenSAML eliding an unreleased changelog entry, but
otherwise uploaded everything as-is.  Feel free to remove the edm
branch.  I think everything is pushed to salsa as well (tags included).
We'll shortly have OpenSAML 3.0.1 in testing, but that will be a simple
backports update once all the packages passed the NEW queue.
