Maybe, I haven't evaluated it yet.  Actually, I didn't even know about
the bug.  Opening one in the Debian BTS would certainly improve the
chances of gaining the approval of the Stable Release Team (hint :).

I guess you mean the stretch (oldstable) update.

I can't see anything wrong with merging debian/stretch into
debian/jessie-backports again, and adding a new changelog entry for
xml-security-c (1.7.3-4+deb9u2~bpo8+1) jessie-backports.  If this is
what you're after, I can do this easily.  Leaving the distribution as
UNRELEASED would communicate work-in-progress in my opinion, so I'd vote
for leaving off the debian tag only.
