xmltooling 3.2.0 and opensaml 3.2.0 backports for buster

Hi Ferenc,

I'd like to backport shibboleth-sp 3.2.1 for buster, but xmltooling and
opensaml 3.2.0 need to get there first. Since salsa is down for the day,
I can't push my debian/buster-backports branch to share it with you.
Instead, here are two attached git bundles for the xmltooling and
opensaml repos. Would you please review and upload these?

Also I don't have commits newer than tag debian/3.2.0+dfsg1-2 in the
shibboleth-sp repository, so I can't backport 3.2.1. Could you please
bundle branches debian/master and debian/buster (I guess there is one
for the security update) for me?
