shibsptest

Hi Scott,

While poking around the Xalan issue I noticed that unittests/shibsptest
in the SP tree does not seem to do much:

$ ./shibsptest 
Running cxxtest tests (10 tests)configuration is invalid, see console for specific problems

In <no suite>::<no test>:
/usr/include/cxxtest/RealDescriptions.cpp:5: Warning: Error setting up world
OK!

Looks like it can't run any tests because it does not find
../configs/shibboleth3.xml, but still exits with a successful status, so
this isn't apparent when running make check.  Using shibboleth2.xml
instead does not seem to get much further.  Before I start digging into
this: does this work in your environment?  What do I miss?
