libshibsp transition

Hi Shibboleth packagers,

While looking into the Xalan issue I failed to connect the dots and
point out to the Release Team that the planned SP upload updating 3.3.0
to 3.4.1 entails a libshibsp10 -> libshibsp11 transition.  Now that
we're in transition freeze, shall I bug them again about this micro-
transition?  As far as I can see, the reverse dependencies are
wordpress-shibboleth, shibboleth-resolver and moonshot-gss-eap.

I'll do the experimental upload while waiting for your input.
