Is that a known problem, or a new category of problem?

What appears to happen was:

1) Upload to experimental for a upstream version already in unstable.

2) Unstable upstream has *.orig.tar.gz and *.orig.tar.gz.asc.

3) Git repository has debian/source/local-options cuasing tag2upload to
not synthesize a new *.orig.tar.

4) Use of --force=local-options to ignore 3) and proceed with the
tag2upload.

I think if tag2upload had used the existing *.orig.* from unstable and
this upload could have worked and just been fine. Or?

I did a debsign+dput upload meanwhile.
