Thanks a lot for testing and reporting this.

Clearly this is a bug: Please report as such, against the package 
sugar-toolkit-0.98.  Help is at https://www.debian.org/Bugs/Reporting

I suspect that concretely you can replace the Carquinyol branch (i.e. 
that the cause of change was a recommendation, not a strict dependency) 
but it is still a bug and thus a greater help if tracked as such.

Also, please reply to the new pkg-sugar-devel@ list instead (headers 
added so should happen automagically if you let MUA do its job).
