[Pkg-sugar-devel] double work for src:sugar - moved to branch debian/master

Hi all,

Source package "sugar" has now moved its main branch to be 
"debian/master".

This is done to comply with draft DEP-14: 
https://dep-team.pages.debian.net/deps/dep14/

It was also done to limit the damage (by me) when pushing a new release: 
I totally missed the previous work done by Santiago. Sorry!

I have force-pushed branches pristine-tar and upstream, and tag 
upstream/0.116, but left the (now obsolete) branch master, in case there 
are relevant changes we might later cherry-pick.
