python3-jarabe Recommends avahi-autoipd. However, it also Recommends network-manager, which also provides IPv4LL.

Additionally, since Trixie, dhcpcd-base is the default dhcp-client provider and it, too, provides IPv4LL.

If your preferred network configuration tool remains network-manager, merely dropping avahi-autoipd should suffice, as long as you also ship a systemd unit that triggers the IPv4LL feature in network-manager.
