Yes, I also think it'd be nice to slim down the required packages to the
bare minimum, and move less-useful plugins to optional binary packages.
libstrongswan in particular ships lots of useless plugins and has binary
dependencies that would be nice to drop (like libldap and libcurl)...
I don't really have a strong preference on whether we should just add a
new binary package (say strongswan-plugins-extra) to the current set and
move the extra stuff there, or reorganize everything as you suggest.
