Well, it's perfectly OK for him to be marked as Maintainer without
having any upload right to Debian, if he wants to. But indeed, that
means he needs to find a sponsor everytime he needs an upload.

Well, I guess we can put it under the pkg-swan umbrella, yes (I'm adding
the pkg-swan list to CC:

It's unclear for me if Martin still wants to take care of the package
(and needs people to do uploads) or if he doesn't care at all and wants
to get rid of it.
