[Pkg-swan-devel] Converting strongswan to 3.0 (quilt)?

Is there any plan (or better yet, work underway) to migrate strongswan to source format 3.0 (quit)?

We're using it downstream and it would make maintenance a lot easier for us to be able to easily layer our own modifications on top of it.
