I never ever looked at this kind of plugins, but I'll try to take a
look. It'd help to provide the list of strongSwan package you have
installed.

The plugins have been split in multiple packages in order to keep a
minimal default install. See NEWS.Debian.

No, but you can look at the strongSwan website which has a lot of documentation.
