I disagree slightly.

If we allow the 24864 packages in stretch to fail to build 1% of the time,
try to calculate the probability that you get no failures if you build
all of them.

By my count you will get no failures once every 3x10^109 times, approximately.

I expect this probability to be a lot closer to 1, so a failiure rate
of 1% for a single package is not really as good as it might seem.
