Background to explain the reasoning behind the change 3/7:

hanging builds

There were several cases where low entropy build environments stalled.
This was up to an amount that sometimes builds failed with timeouts.

Obviously the more options that are enabled the more will be tested and the
bigger the effect of this is.

Fortunately the strongswan build/test has an environment variable to control
this behavior and if set to 1 all tests will still be run, but require much
less entropy.
