[Pkg-systemd-maintainers] Bug#711245: make reportbug include systemd-delta output

Patch to add a bug-script to systemd.

This gives the output of systemd-delta, systemctl dump
and the contents of /var/lib/systemd/deb-systemd-helper-enabled.
