[Pkg-systemd-maintainers] Bug#718906: systemd 204 mounts /tmp as tmpfs by default

I noticed that /tmp gets exhausted on codesearch.debian.net due to
systemd 204 mounting /tmp as tmpfs by default, which is because of the
file /lib/systemd/system/tmp.mount.

Personally, I don’t mind /tmp being a tmpfs mount and have that setup on
most of my machines, but I feel that we should at least:

1) Mention this fact in debian/NEWS.Debian
2) Explain to users how to disable mounting /tmp as a tmpfs. I suppose
   referring to
   http://www.freedesktop.org/wiki/Software/systemd/APIFileSystems/ is
   good enough for now.

I suppose we explicitly don’t want to support /etc/default/tmpfs to be
consistent with getting rid of these files for other init scripts.

In case nobody objects, I will take care of this in the next few days.
