[Pkg-systemd-maintainers] Bug#720215: apt-cacher-ng: /var/run/apt-cacher-ng should be created using tmpfiles mechanism

Hi,

The /var/run/apt-cacher-ng directory should be created using tmpfiles
mechanism instead of creating it using ExecStartPre in the service file.

To do so you should install a file (apt-cacher-ng) with the following
line under the /usr/lib/tmpfiles.d/ directory:

d /var/run/apt-cacher-ng 0755 apt-cacher-ng apt-cacher-ng - -
