Yeah, this is very unfortunate.

My suggestions was, to put the  lvm2 service files as static files into
the systemd package (possibly with a systemd-lvm2 prefix to avoid name
clashes) and add a ConditionPathExists=/sbin/vgchange

That is of course a hack and should be fixed in lvm2 proper, but since
so many people run into this issue, this temporary workaround might be
worthwile.
