[Pkg-systemd-maintainers] Bug#731742: systemd will not start syslog.socket. This causes rsyslogd to not start

Does /dev/log already exist and is a process listening on this socket?
This might explain why systemd fails to start syslog.socket.

# sudo lsof /dev/log

Does the problem persist after a reboot?
When did this problem occur? After a package upgrade or something else?
