Thanks for clarifying.

I am not convinced that the environment initctl request is required.
You mentioned there is no actual breakage, you are just concerned about
this. Personally, I am sure systemd upstream has given it some thought
and has not carelessly neglected to implement this.

I am inclined to close this bugreport and wait for actual breakage to
happen.
