You could put the tool into dpkg-dev, or something.

I suppose adding a build dep on some other package like systemd-dev
would not be a large problem for packages that actually contain systemd
services. There should be only on the order of hundreds of them, right?

I mean, use `which command` to test if the command exists somewhere in
PATH.
