Todays upgrade pulled in init-system-helpers, which fails to write a file
because the directory /var/lib/systemd/deb-systemd-helper-enabled/ does
not exist. It prints an error message, but does not abort. If it is an
error, it should abort; otherwise it should not be an error message.
