Unfortunately it is not fixed in Jessie. A fix has been committed to 
init-system-helpers[1], but it has not been released yet.

As I see it, there are two options:

 1. Prepare and upload a new backport (1.11~bpo70.1) which will contain
    the above commit.

 2. Wait for 1.12 to be released and subsequently backported.

Until then, all backported packages build-depending on dh-systemd will 
be uninstallable. I can do 1, if the backports team and the maintainers 
of init-system-helpers agree.
