systemd-timedated will read /etc/timezone if /etc/localtime is not a
symlink, so dpkg-reconfigure tzdata will work and make /etc/localtime
available without /usr.

/etc/localtime is also a regular file after installation.

This condition only results from using systemd-timedatectl to change the
timezone.
