[Pkg-systemd-maintainers] Bug#726256: timedated doesn't support split-usr, uses a symlink for /etc/localtime

Changing the timezone information via timedated
(org.freedesktop.timedate1 or timedatectl) will replace /etc/localtime
with a symlink to the timezone file in /usr/share/zoneinfo.

That means the file will be dangling symlink during early boot and the
time might be incorrectly set for systems with a separate /usr.

initramfs-tools currently doesn't mount /usr, so we should consider
(temporarily) replacing the symlink with a copy until [1] is fixed or
push harder to get the usr-mount support in initramfs-tools in.
