dnsmasq currently does not enable its systemd unit in postinst. It should
probably use dh-systemd.
The systemd service should also not rely on the init.d script.
I CCed pkg-systemd-maintainers at lists.alioth.debian.org as mbiebl
requested. You (maintainer) probably want to CC them as well in
your reply (I set Reply-To, but I'm not sure how debbugs overwrites
this).
