I've decided to go with option b/ [1] for the simple reason that I
didn't want to install quota, kexec-tools etc on my development system.

One thing we have to keep in mind though, is keeping those defaults
up-to-date. Glancing at v207's configure.ac it has 2 new AC_PROG_PATH
checks, which we need to revisit.
