I had a brief look at the logs (thanks for them), and this caught my attention:

Those reload requests are done before systemd has been re-executed.

KiBi, could you check if you have similar logs in your syslog/kern.log?

I haven't quite figured out yet, what's going on/wrong here, but it looks
like in your case the newly installed generators fail when run under the
old systemd version. Why that causes the issue wrt var-run.mount is not
yet clear to me.
