That's possible if you are an early adopter :-)
We did enable persistent logging in 43-1 but decided to disable it for
the stable release in 44-8 as the journal in v44 wasn't mature enough
yet. Nuking log files is a tricky business, so we decided to not do an
"rm -rf /var/log/journal" on upgrades.
So far we haven't re-enabled persistent logging yet globally.
