systemd-timesyncd will not function without systemd-networkd also
running as it queries networkd about network connection state. To allow
using timesyncd on systems w/o networkd, this has been changed upstream:
timesyncd now just assumes networking should work when networkd is not
running.
On IRC grawity said commits v215-576-gcedc8c4 and v215-629-gc572db3
should be the relevant changes upstream. Please consider backporting
them.
To verify, start systemd-timesyncd on a system w/o systemd-networkd. It
should then mention something like
Status: "Using Time Server 88.198.180.55:123 (1.debian.pool.ntp.org)."
in the "systemctl status systemd-timesyncd" output.
