First, this directory is shipped in dbus, not systemd, so you've filed
this bug against the wrong package:

# dpkg -S /lib/systemd/system/dbus.target.wants/
dbus: /lib/systemd/system/dbus.target.wants


Second, the dbus.target is indeed deprecated but not useless, as there
have been units (in the past) which referenced it.
According to codesearch [1] there is apparently only one left [2] in the
Debian archive. Since it's a simple ordering (After=) it seems safe to drop.

I'll leave that up for Simon to decide. This should probably also go
upstream.
