Control: severity -1 important

We haven't heard about this problem from other reporters, John said
the problem became a lot smaller wiht the recent versions of
systemd-shim, and there is no evidence that this is even a problem
when running under systemd. So if you don't mind I downgrade this to
important, at least as long as it's "moreinfo/unreproducible".

Thanks!
