Chiming in (as a heavy wheezy-backports user): I couldn't reproduce the
issue using a minimal wheezy chroot, no systemd-related package was
pulled in by strongswan (aside from init-system-helpers, which depends
on perl alone), let alone systemd-sysv.
There are some cases of apt-get trying to pull in systemd-sysv when
using -t wheezy-backports and --install-suggests together (strongswan is
*not* among them, though), but is it really worth backporting
systemd-shim (and cgmanager+deps) just to support this?
