[Pkg-systemd-maintainers] Bug#739679: systemd: probably shouldn't be co-installable with file-rc

systemd Depends: initscripts, which Depends: sysv-rc|file-rc.
However, sysv-rc's update-rc.d and invoke-rc.d have specific support
for systemd (and Upstart), whereas I doubt file-rc's versions have
that. Upstart has an explicit dependency on sysv-rc; perhaps systemd
(or at least systemd-sysv) should do the same.
The other possibility is for update-rc.d and invoke-rc.d to move to
sysvinit-utils or init-system-helpers, which would mean file-rc would need to
switch to using diversions or something, at which point systemd
and Upstart should probably declare Conflicts or Breaks on it.
