Consider the list of reverse dependencies, specifically
iputils-ping (!):

apt-cache rdepends libcap2-bin
libcap2-bin
Reverse Depends:
  wireshark-common
  systemd
  gnome-keyring
  libpam-cap
  fheroes2-pkg
  yate
  wireshark-common
  lxc
  libpam-cap
  kismet
  iputils-ping
  iputils-arping
  i3status

Therefore, I don’t think this is a big deal, even on servers and
possibly embedded systems (presumably embedded folks rebuild the package
anyway to strip documentation, for example).

If we want to avoid the dependency, we could Recommend libcap2-bin and
conditionally run the code in postinst, though.
