Oh, that start/stop/restart/reload is forbidden for regular users, is
actually intentional.
We'd have to hook that up via PolicyKit.
I was a bit confused since we also had bug reports for systemd-ui where
starting it simply did nothing, and *any* D-Bus request was rejected. So
systemadm wasn't even able to query the status of services.
