[Pkg-systemd-maintainers] Can we depend/recommend on reportbug ≥ 6.5.0?

If only the systemctl dump is missing, then that is fine. It's not
super-critical to have that information and we can always ask for it if
needed.

If using the new features in the bug script leads to problems when
trying to file bugs with older reportbug version, then I'd add the
versioned Breaks.
