systemd does respect the settings in /etc/default/tmpfs; see the systemd
postinst, which explicitly checks those settings and creates
corresponding configuration for systemd, as a one-time migration.
(After that initial migration, you can edit the resulting systemd
configuration further if you want to change it.)
In any case, that doesn't relate to bug 674755.
