Actually, this is most likely a kernel issue.
The kernel in wheezy (3.2.0) is too old to properly handle a reboot
request when using namespaces.

Upstream (kay) pointed to [1] and [2].


Please update your kernel to the version from backports if you want to
run systemd-nspawn and report back.
