Bug#756241: systemd-sysv conflicts with wpasupplicant and ifup ifdown

systemd-sysv does not conflict with wpasupplicant or ifupdown, therefore
downgrading the severity and reassigning to wpasupplicant.

Maybe its maintainers can help you determining what the real issue is.
