No! Either the dependency on systemd-sysv has to be removed or
sysvinit-core and upstart has to be added alternatively. A dependeny
on systemd-shim doesn't do nothing here. The situation at the moment
is as follows:
Users don't have any chance to choose an initsystem other than
systemd when they want to use packages which are rdepend on
libpam-systemd. And these are many many. I don't see any progress to
find a fix here. On the cotrary it seems that systemd is pushed by
their maintainers to get the only usable init system in DEBIAN.

Anyway, please try first to understand the intention of bug reports
and then post your statements
