Thanks for reporting back and having found the root cause.
Do you have a custom ulatencyd configuration? Do the instruction at [0]
help?
Jonno already closed 755373, if those problems with ulatencyd happen
with the default configuration that the Debian package ships, we should
re-open the bug report and re-assign to ulatencyd.
