Bug#750019: systemd: systemctl rescue does not work on virtual console

I try with a trivial password I always obtain the issue.

I do that and some tests always by doing on a root virtual console :
systemctl start debug-shell.service
systemctl rescue

After typing systemctl rescue an before entering the password I see a
line about plymouth not available. I install the plymouth package and
all its dependances and noting change.

After entering the password (with NL it's the same) I obtain a line on
tty9 :
login[...]: FAILED LOGIN (1) on '/dev/tty1' for 'UNKNOWN' user not known
to the underlying authetication

In place of password if I type Ctrl-D nothing happend and nothing write
on tty9

After all tests I type Ctrl-Alt-Suppress and the system reboots.

I attach a photo of an example of the screen before I type
Ctrl-Alt-Suppress.

I try to run run sulogin on a virtual console, it works correctly.
