Bug#750404: dh_systemd_start --restart-after-upgrade fails to start services on initial installation

dh_systemd_start --restart-after-upgrade generates the following code in
postinst

if [ -d /run/systemd/system ]; then
	systemctl --system daemon-reload >/dev/null || true
	deb-systemd-invoke try-restart ModemManager.service >/dev/null || true
fi

This means, on initial installation the service is not started.

dh_installinit --restart-after-upgrade generates the following code:

if [ -x "/etc/init.d/network-manager" ]; then
	update-rc.d network-manager defaults >/dev/null
	if [ -n "$2" ]; then
		_dh_action=restart
	else
		_dh_action=start
	fi
	invoke-rc.d network-manager $_dh_action || exit $?
fi


I.e., it has a special case for the initial installation and uses start if ! -n "$2".

We should do the same for dh_systemd_start
