They are sent elsewhere, namely the journal. The kernel ring buffer is
only a fallback.
So I assume you are not using systemd as PID 1.
It's not clear if a standalone logind will work in the future which
would require substantial changes to systemd-shim.
That means this bug report will become obsolete then (or rather is
already with 208-1).
